How a Provincial Government Transformed Sustainable Energy Management with Salesforce

Three people in a meeting listening closely to each other.

From applications to installation, The Government of PEI transformed energy program delivery—digitizing 12,000+ applications with Salesforce.

The Challenge

The Government of Prince Edward Island (PEI) launched an environmental initiative—the OHPA/Net Zero Program—to offer residents free heat pumps and electric water heaters. However, managing this program at scale posed a significant challenge: there was no centralized infrastructure to accept applications, verify eligibility, or route applicants efficiently for approval and installation.

To successfully administer the program, PEI needed a robust, end-to-end solution that could digitize and streamline the entire process—from application intake to equipment installation, approvals, and follow-up communications. The key objective was to implement a Salesforce-based system that could manage applications, work orders, and related workflows all in one place.

Goal #1

Expand program reach and accessibility by centralizing the application intake process and consolidating all application data—allowing more households across PEI to benefit from the province’s energy-efficiency initiative.

Goal #2

Streamline internal operations by enabling seamless integration with Salesforce Sales Engagement, supporting a more efficient sales workflow and faster delivery of services to eligible residents.

Focused Solutions

A custom Salesforce implementation replaced manual systems with a fully digital experience, enabling fast, seamless application management across all stages of the program.

  • Seamless, branded self-services: Residents applied directly through the Government of PEI website, with no need for manual intake or interviews
  • Salesforce Omnistudio: Managed the entire end-to-end application flow, from intake to routing
  • Public Sector Solutions data model: Enabled eligibility checks, work order assignment, and installation tracking
  • Automated communication: Sent application updates, reminders, and surveys
  • Real-time dashboards and reports: reated instantly without developers involvement, supporting fast decision-making

Key Success Metrics

  • From project kickoff to go-live in under 4 months
  • Over 12,000 applicants successfully processed
  • Complete transition from paper-based to fully digital application intake
  • Improved internal routing and communication, enabling full visibility from intake to installation
  • 12,800 free heat pumps have been installed
  • Savings of 26,000 tonnes of greenhouse gas emissions
  • Savings of 12 million litres of home heating oil

With the support of Ateko and Salesforce, the Government of PEI modernized its approach to sustainable home heating—digitizing its entire application process, scaling to meet high demand, and delivering services with greater speed and accuracy. The result: a faster, more accessible experience for residents, and measurable environmental benefits that support the province’s net-zero goals. This transformation not only empowered smarter program delivery—it has also made a lasting impact on communities and the climate.
